Try the following steps and then verify if you’re able to send mails.
1) Open Outlook
2) Click on File > Info > Account settings > Account Settings
3) Click once on your email account and then click on ‘Change’
4) Now click on ‘More Settings’ > ‘Outgoing Server’ tab
5) Check the box which reads ‘ My outgoing server requires authentication’
6) Click OK
7) Now click ‘Next’ and then on ‘Finish’
